Added the SYSS Command from MConnect
Changed the form layout to put status grids on the same log tab.
Fixed bad packet ID on test button.
Added commands to all relays SYSSINACTIVE and SYSSACTIVE if MConnect does
not connect.
Improved logging.
Added Verbose checkbox on output to MConnect. This gives all the TCP
traffic.
Reduced logging on the watchdog
On the OPC port if MConnect is unavailable the OPC is sent a REJ message.
The Roller is enabled by default. To stop the roller
from operating add the following entry to the StartUp config table.

Added port timer to OPC port. If no activity on PET OPC port after 10
minutes the port is reset back to a listen.
Added new setting PETLLIP which is the IP the PET port is Bound to.
Added new setting PETOPCWDOG time period. default is 10 minutes. Setting
must be in format as shown below.
These two settings must be added to the config database
If the Outputs to the Gateway are not connected the OPC port will be
disconnected and future attempts to connect are rejected until the outputs
are active again.

Added SITS command This sends status info to MTELPage
picocell pstn data file.
Added INFO command This sends automated information to
MTELpage screens.
Added RVPC command This is used to activate the USR ACK
with a virtual picocell.
Added DBAS command This downloads the database over the
virtual link.
New commands are passed to the relay and then on to MTELPage
Changed USRA commands to NEW, CLEAR, UPDATE.
Changed OPC input response to REJ and ACK as only responses.
